Australian Secret Intelligence Service - enhanced output capabilities

The Government will provide additional funding of $8.0 million over four years to the Australian Secret Intelligence Service to support a whole-of-government approach to addressing national security issues.

Australian Trade Commission - realignment of overseas network

Following an internal review, the Australian Trade Commission (Austrade) has realigned its overseas management structure around four rather than five regions. This has resulted in savings beginning in 2003-04.
The realignment will strengthen the emphasis of Austrade regional directors on the sales and marketing of Australian exports internationally and enhance Austrade's capacity to respond to the Government's goal of doubling the number of exporters by 2006.
Bali - construction of a community eye treatment centre

As part of the Government's $10.5 million assistance to Bali in memory of the bombing tragedy, funding of $2.9 million will be provided for the construction of a community eye treatment centre. The new centre will improve Bali's capacity to provide high-quality eyesight restoration services, surgery, training and community outreach services.
This measure is being fully absorbed within the existing resourcing of the Australian Agency for International Development.

As part of the Government's $10.5 million assistance package to Bali in memory of the bombing tragedy, funding of $3 million will be provided to support medical and health scholarships for health officials and workers in Bali.
This measure is being fully absorbed within the existing resourcing of the Australian Agency for International Development.

Bali - new intensive care centre at Sanglah Hospital

As part of the Government's $10.5 million assistance package to Bali in memory of the bombing tragedy, funding of $4.5 million will be provided towards upgrading the Sanglah Hospital, Bali. This upgrade will consist of a new intensive care centre, a burns unit upgrade, an emergency care programme and the upgrading of other parts of the hospital's facilities.
This measure is being fully absorbed within the existing resourcing of the Australian Agency for International Development.

International Development Law Organisation grant

The Government will provide an annual grant, totalling $0.4 million over the next four years (including $0.02 million in 2003-04), to the International Development Law Organisation (IDLO).
IDLO promotes the rule of law and governance and improves the negotiating capability of developing countries through mechanisms including training, the provision of technical assistance and publications.
International Relations Grants Programme

The Government will extend this programme at a cost of $14 million over four years under which international relations grants are provided to organisations in support of Australia's objectives in international security, trade and economic performance, global cooperation and public diplomacy.
Provision for this funding has already been included in the forward estimates.
Iraq - humanitarian aid

The Government has committed $100.5 million in 2002-03 and 2003-04 for the most urgent humanitarian requirements and priority reconstruction activities in Iraq.
The commitment includes: an initial $17.5 million contribution in 2002-03 to United Nations agencies, the Red Cross/Red Crescent and Australian Non-Government Organisations and an additional $38 million for urgent humanitarian relief operations under the United Nations Flash Appeal; and $45 million for reconstruction activities, especially related to agriculture and food security.
To meet the cost of this measure, the Government will provide an additional $38 million funding to the Australian Agency for International Development (AusAID) in 2002-03. The remaining expenses in 2002-03 and 2003-04 ($45 million) will be fully absorbed from within AusAID's existing resourcing.
Iraq - reopening of an Australian office

The Government has decided to re-establish Australia's diplomatic presence in Baghdad, Iraq at a cost of $21 million over five years from 2002-03 to 2006-07. The funding will be used to meet staffing and administrative costs. An additional $3.8 million capital funding will also be provided.
The office will include representatives from the Departments of Foreign Affairs and Trade, Immigration and Multicultural and Indigenous Affairs and the Australian Trade Commission to enable Australia to advance its commercial, immigration and humanitarian interests in post-conflict Iraq. Defence personnel will provide security at the office.

Nauru - maintenance of a temporary Consulate-General

The Government will provide $1.7 million to continue Australia's diplomatic presence in Nauru in 2003-04. The operation of the temporary Australian Consulate is in line with the commitment made in the Memorandum of Understanding in relation to the accommodation of unauthorised boat arrivals signed with Nauru.
World Trade Organisation - informal meeting of Ministers

The Government provided additional funding in 2002-03 to the Department of Foreign Affairs and Trade for enhanced security arrangements for the informal meeting of World Trade Organisation Ministers in Sydney in November 2002. These arrangements were deemed necessary as a result of the international security environment at the time to ensure a safe venue.
Funding for this measure will be finalised once negotiations between the Commonwealth and New South Wales Governments have been completed.
