- Debt redemption assistance expenses, paid by the Australian Office of Financial Management to the States and Territories under the Financial Agreement Act 1994, have been reclassified from the Financial and Fiscal Affairs Sub-function (General Public Services Function) to the Debt Assistance Sub-function (Other Purposes Function).
- The bulk of Department of Health and Ageing and Department of Veterans’ Affairs expenses for assistance to the aged are now classified to the Assistance to the Aged sub-function (Social Security and Welfare Function).
- Splits of additional AusLink funding between road and rail from 2005-06 onwards are yet to be determined.
- Asset Sale related expenses are now treated as a component of the Contingency Reserve.
