Efficiency dividend — increase in the rate from 1 per cent to 1.25 per cent

The Government will increase the rate of the efficiency dividend from 1 per cent per annum to 1.25 per cent per annum from 2005-06 to 2007-08. This will result in savings of $445.4 million over four years.

The efficiency dividend applies to the operational costs of most Australian Government agencies and certain programmes, and reduces the level of funding provided each year to ensure efficiencies that should be able to be realised by public sector managers are returned to the Budget.

The efficiency dividend will also apply to the civilian and non-operational areas of Defence, which were previously exempt, and will be phased in at the rate of 0.25 per cent per annum, commencing in 2005-06.

The measure was announced on 7 October 2004 as part of the Government’s election commitment Recognising Senior Australians — Their Needs and Their Carers.

The Government will provide $19.3 million over five years (including $3.0 million in 2004-05) for projects to enhance infrastructure, service provision and community facilities and services in Tasmania.

This measure was announced on 7 October 2004 as part of the Government’s election commitment Strengthening Tasmania’s Economy and Building a Better Community.

The package includes:

  • $4.0 million over three years for the Northern Tasmanian Recreational Precinct;
  • $3.0 million over four years for the Tamar River Pylons Project;
  • $2.0 million over three years for the Devonport/Burnie Infrastructure;
  • $1.8 million over three years for the Trail of the Tin Dragon;
  • $1.0 million over three years for the Kingborough Sports Centre;
  • $1.0 million over three years for a programme to improve Launceston’s air quality;
  • $750,000 over three years for the Willow Court Barracks;
  • $600,000 over three years for Tasmanian economic development;
  • $541,000 over four years for the School of Fine Furniture;
  • $400,000 over two years for the North Esk Rowing Club;
  • $400,000 over four years for the Huon Valley Police and Citizens Club;
  • $370,000 over two years for the Youngtown sports complex;
  • $300,000 over two years for the construction of a gym at Bellerive Oval;
  • $300,000 in 2004-05 for the Tasman Holiday Experience for Children with Disabilities;
  • $262,000 over two years for the Georgetown community football field;
  • $250,000 over three years for The Norfolk Project;
  • $250,000 over three years for the Launceston bike facilities;
  • $250,000 over three years for the Low Head historic precinct;
  • $250,000 over two years for the Devonport Foreshore;
  • $200,000 over three years for the Burnie Rhododendron Gardens;
  • $150,000 over three years for Mentor Resources Ltd;
  • $150,000 over two years for the Axeman’s Hall of Fame;
  • $150,000 over two years for the Bridport planning strategy;
  • $110,000 in 2004-05 to the Department of Transport and Regional Services to administer the projects;
  • $102,000 over two years for the Volunteering Resource Kit;
  • $100,000 over two years for the Cradle Mountain Transport System feasibility study;
  • $100,000 over two years for the Queenstown town hall upgrade;
  • $100,000 over two years for the Scottsdale Hospital;
  • $100,000 over two years for the upgrade of the Oatlands Callington Mill;
  • $70,000 over two years for the Bridport Bowls Club;
  • $66,000 over two years for the Victorian Cross memorial reststops;
  • $60,000 in 2004-05 for Tasmania North Playgroup Association;
  • $50,000 over two years for the Tamar woodworkers centre, Exeter;
  • $25,000 in 2005-06 for the Winnaleah Pool;
  • $25,000 in 2004-05 for the Storage Facility Rocherlea;
  • $20,000 in 2004-05 for the Memorial for Harry Murray VC at Evandale;
  • $15,000 in 2004-05 for a skateboard facility at Queenstown; and
  • $10,000 in 2004-05 for the Legerwood Memorial Trees.
