  1. Accrual revenue.
  2. A minus sign before an estimate indicates a reduction in revenue; no sign before an estimate indicates a gain to revenue.
  3. The reported cost reflects only the delayed introduction of the measure. Incorporating this measure and parameter changes since MYEFO, the announcement to reform tobacco taxation is expected to raise $440 million in a full year. There will be an increase in revenue in 1999-2000 over that announced in A New Tax System of around $50 million.
  4. Measures may not add due to rounding.
