The Government will provide $6.0 million over five years (including $0.3 million in 2004-05) to promote the welfare of animals in Australia. The strategy will focus on developing animal welfare standards and practices and ensuring their adoption by the community.
This measure was announced on 30 September 2004 as part of the Government’s election commitment Quarantine and Border Protection.
Australian HomeGrown Campaign

The Government will contribute $4.0 million over three years (including $1.0 million in 2004-05) to the Australian HomeGrown Campaign. The funding will be matched on a dollar-for-dollar basis with industry and will promote 100 per cent Australian-grown produce in the domestic retail sector, using media and in-store advertising and food product labeling.
This measure will be funded through a reprioritisation of funding from the Agriculture — Advancing Australia: FarmBis programme.

Australian Seafood Industry Council

The Government will provide $0.4 million over five years (including $50,000 in 2004-05) to the Australian Seafood Industry Council (ASIC), Australia’s peak fishing industry representative body. This funding will support ASIC to represent industry and to liaise with the Government on commercial fishing issues such as resource sharing.
The cost of this measure will be met from existing resources for the Fisheries Resources Research Fund in the Agriculture, Fisheries and Forestry portfolio.

Biosecurity risk analysis and research — centre of excellence

The Government will provide $6.0 million over four years (including $0.5 million in 2004-05) for the establishment of a Centre of Excellence for Risk Analysis. The centre will develop biosecurity risk analysis techniques, including cultivating Australia’s expertise in import risk assessment.

Defeating the weed menace

The Government will provide $40.0 million over four years (including $2.0 million in 2004-05) to help eradicate Australia’s most threatening and invasive weeds through research, biological control and increased community awareness.
Funding of $8.0 million over two years will be absorbed from within the existing resourcing of the Natural Heritage Trust.
Matching contributions will be sought from the states and territories. Land holders who benefit from the control and eradication of weeds on their properties will also be expected to make a contribution.

Food processing in regional Australia

The Government will provide $12.0 million over four years (including $0.3 million in 2004-05) for grants to assist farm businesses to coordinate their marketing arrangements on a regional or commodity basis. Better coordination between processors, the finance sector and potential customers should assist the growth of Australia’s food industry. Grants will be offered on a competitive, merit-based basis for eligible projects. Grant recipients will be required to match grants on a dollar for dollar basis.

Industry Partnerships Programme

The Government will provide $15.0 million over three years to expand activities under the Industry Partnerships Programme and allow m ore industries to access assistance. The initiative will involve industry and government working together in the rural sector to share information on future challenges, market opportunities, training and leadership needs.

International Food and Agriculture Service — exporting Australian agriculture to emerging markets

The Government will provide $9.7 million over four years to establish the International Food and Agriculture Service within the Department of Agriculture, Fisheries and Forestry. The Service will coordinate the Australian Government’s market access services more effectively and enhance access for Australian agriculture to key markets in Asia.
The cost of this measure will be met from existing resources for the National Landcare Programme in the Agriculture, Fisheries and Forestry portfolio.

National Livestock Identification System

The Government will provide $20.0 million over four years (including $5.0 million in 2004-05) to assist the Australian livestock industry to implement the National Livestock Identification System (NLIS) database. NLIS is a national identification and tracking system covering all livestock, and will be used to address increasing consumer and market demands regarding the safety and integrity of Australian livestock and livestock products.

RecFish Australia — additional funding

The Government will provide $0.4 million over four years (including $0.1 million in 2004-05) to support the work of RecFish Australia, the peak national representative body for Australia’s sporting and recreational fishers. This funding will allow RecFish to encourage its members to adopt sustainable recreational fishing practices that better protect coastal and river environments.

Recreational Fishing Community Grants Programme

The Government will provide $15.0 million over three years to establish a community grants programme promoting sustainable recreational fishing. Grants of up to $100,000 will be awarded to community groups for local initiatives, including infrastructure improvements to artificial reefs, restocking fish in inland waterways, protection of the environment at the water’s edge, establishing volunteer marine rescue groups, and community education projects to raise recreational fishing awareness.
