Tariff concessions — removal of three per cent tariff on wind turbine components

The Government will remove the three per cent tariff applying to business inputs imported under a Tariff Concession Order (TCO) for inputs that are used in the manufacture and assembly of wind turbine generators with an output exceeding 500 kilovoltamps. This measure will take effect from 11 May 2005 and will be delivered by removing the three per cent tariff for all business inputs imported under a TCO.

Australian Customs Service — additional detector dogs

The Government will provide an additional $8.1 million over five years (including $3.3 million in 2004-05) to increase the number of detector dogs operating in border environments. This includes capital funding of $0.4 million in 2004-05.
Detector dogs target narcotics, firearms, explosives and chemicals. The additional funding will enable screening rates to increase. It will also allow the Australian Customs Service to deploy detector dogs more readily to regional and remote environments.

Australian Customs Service — unmanned aerial vehicle trial

These teams will be deployed for extended periods to high priority countries in the region to work with their law enforcement counterparts. They will undertake investigative, technical and intelligence activities in support of day-to-day counter-terrorism operations.

Grants will be available to local councils to assist them to develop and implement community risk management plans consistent with the National Strategic Plan. Grants will also be provided for security upgrades around critical infrastructure and for emergency management and security awareness training of local council staff.

The Government will provide $20.0 million over four years (including $5.0 million in 2004-05) to expand the National Community Crime Prevention Programme established in the 2004-05 Budget. This includes $43,000 in capital funding in 2004-05.
Under this programme, grants are made available to community organisations for crime prevention and community safety projects. The Government has already provided an additional $10.0 million in grant funding over two years, which was reported in the Mid-Year Economic and Fiscal Outlook 2004-05. The additional $20.0 million provided under this measure will extend the programme’s reach and scope, bringing the total investment in the programme to $50.0 million over four years.

The review will consider whether Commonwealth penalties are consistent with Government policies, help deter people from committing crimes and appropriately reflect community expectations. The review will involve consultation with state and territory governments and relevant professional groups. Community input will also be sought.
The cost of this measure is being fully absorbed within the existing resourcing of the Attorney‑General’s Department.

The cost of the new unit, $2.7 million over four years, will be met from within ASIO’s existing resourcing.
