Australian Water Fund — Raising National Water Standards

The Government will provide $200.0 million over six years (including $10.0 million in 2004-05 and $45.0 million in 2009-10) to improve water management and collection of water data to assist in policy making decisions. Raising National Water Standards will support improved water accounting, strategic groundwater assessment and the conservation of high value water systems.
Raising National Water Standards is part of the $2 billion Australian Water Fund (AWF). Funding for the AWF includes the reallocation of earlier provisions made in the Contingency Reserve for National Competition Policy Payments in 2006-07 and 2007-08.
Since the Mid-Year Economic and Fiscal Outlook 2004-05, $8.7 million of the $10.0 million appropriated for 2004-05 will now be largely spent in 2005-06, primarily reflecting the expected timing of grant payments.

The Government will provide $1.6 billion over six years (including $46.9 million in 2004-05 and $83.7 million in 2009-10) to the Water Smart Australia programme, including $51.0 million over six years for the operational costs of the National Water Commission. Water Smart Australia will provide grants to projects that accelerate the use of the smartest water technologies and practices across Australia. Eligible projects may involve increasing on-farm water use efficiency, improving irrigation infrastructure and more efficient storage facilities.
The Water Smart Australia programme includes capital funding of $2.1 million in 2004-05 to set up the National Water Commission. The Commission, established by the National Water Commission Act 2004, will provide advice and recommendations to the Government on potential Water Smart Australia projects.
