AusLink — National Land Transport Network

The Government will provide an additional $224.0 million over five years (including $18.0 million in 2004-05) for projects on the AusLink National Land Transport Network. This funding comprises:
- $80.0 million for Tully Flood Mitigation;
- $70.0 million for the Sturt Highway extension;
- $40.0 million for the Townsville Ring Road;
- $20.0 million for the Peel Deviation;
- $4.0 million for the Toowoomba Range Crossing;
- $3.0 million for the Callemondah Bypass;
- $3.0 million for Hampstead Road;
- $2.0 million for the Brisbane TransApex study; and
- $2.0 million for Miriam Vale safety works.
In addition, the Government will bring forward funding of $15.0 million from 2007-08 and 2008-09 for the Port River Expressway, $5.0 million from 2008-09 for the Sturt Highway extension and $35.0 million from 2007-08 and 2008-09 for the Coolac Bypass.

AusLink — Roads to Recovery

The Government will provide an additional $150.0 million over five years (including $30.0 million in 2004-05) to expand the Roads to Recovery Programme.
Of these funds, $120.0 million will be allocated to local councils for approved local road projects of strategic regional importance. The remaining $30.0 million will be provided for local road projects in areas of New South Wales, Victoria, South Australia and the Northern Territory, where there are no local councils.

Regional Partnerships — icon projects

The Government will provide $27.8 million over three years (including $7.9 million in 2004-05) to fund six new regional icon projects in New South Wales and Queensland through the Regional Partnerships Programme.
The projects include developing the Mackay Science and Technology Precinct, redeveloping the Buchanan Rodeo Park in Mount Isa, developing the Hinkler Hall of Aviation in Bundaberg, upgrading the Dalby Showgrounds, developing the RM Williams Australian Bush Centre in Eidsvold and developing the Australian Equine and Livestock Centre at Tamworth.

Regional Partnerships — Thuringowa Riverway development

The Government will contribute $6.0 million over three years (including $2.0 million in 2004-05) towards the development of the Thuringowa Riverway, an urban tourist and cultural development initiative in Townsville.

Regional Partnerships Programme — Bank@Post

The Government will provide $11.9 million over five years, including $2.2 million in 2004-05, to extend the availability of banking services at an additional 266 licensed post offices in rural and remote areas of Australia.
Licensed post offices with over 12,000 transactions per year already provide banking services. This measure will extend the availability of banking services to licensed post offices in rural and remote Australian processing between 2,500 and 12,000 transactions per annum.
Funding of $7.3 million will be provided to meet the cost of installing and maintaining Bank@Post equipment at these licensed post offices in rural and remote Australia processing between 2,500 and 12,000 transactions per annum. In addition, $3.5 million will be provided to meet any shortfalls in transactions costs for licensed post offices processing between 2,500 and 10,000 transactions per year.
Funding for this measure also includes $1.1 million over five years for the Department of Transport and Regional Services, to administer a contract with Australia Post for the delivery of services.

The Government will provide $4.8 million over two years to contribute to regional infrastructure and community projects. Funding comprises:
- $2.0 million for the Wallan multi-purpose community centre, Victoria;
- $600,000 for the East Gippsland rail trail walk, Bairnsdale to Orbost, Victoria;
- $460,000 for a study of a proposal for recycling of Brisbane water to the Darling Downs, Queensland;
- $400,000 for the Tathra Wharf, New South Wales;
- $300,000 for the Adaminaby Snowy Scheme Collection, New South Wales;
- $250,000 for the Mandurah Memorial, Western Australia;
- $200,000 for the Memorial Walkway through Bi-Centennial Park, Camden, New South Wales;
- $200,000 for the Grafton Hockey Club boarding facilities, New South Wales;
- $125,000 for the Central Coast Volunteer Rescue Squad, New South Wales;
- $80,000 for the Imlay Special Needs Group Toy Library, New South Wales;
- $62,000 for the Castledare miniature railway, Western Australia;
- $60,000 for the Lakes Entrance Safe Beach, Victoria; and
- $50,000 for the Newman Town Centre revitalisation, Western Australia.
Road safety — trial for a national driver education scheme

The Government will provide $1.0 million in 2004-05 to establish a trial driver education scheme for new provisional licence holders. The course will assist novice drivers to understand their own limitations and how they can reduce the risks they face on the road. The motor vehicle industry and the New South Wales and Victorian Governments will also contribute to the costs of the trial.

Road Safety Black Spot Programme — extension of funding

The Government will provide $90.0 million over two years from 2006-07 to continue the Road Safety Black Spot Programme. The programme seeks to identify and address dangerous locations on Australia’s roads.

Rural Medical Infrastructure Fund

The Government will provide $15.0 million over three years for a new Rural Medical Infrastructure Fund. The Fund will assist rural councils to establish community medical facilities and recruit and retain general practitioners. Funding will help meet the cost of purchasing and fitting out facilities required for general practitioner services.

Sustainable Regions — Western NSW, Western QLD and Northern Rivers and North Coast of NSW

The Government will provide $33.0 million over four years (including $1.6 million in 2004-05) to expand the Sustainable Regions programme to western New South Wales and western Queensland, and the northern rivers and north coast of New South Wales. The programme helps local advisory committees to develop and recommend projects aimed at assisting regional development, which are then presented to the Government for further funding consideration.
